A resolution authorizing the settlement of negotiations for fee simple ownership of approximately 1,434 square feet, being a portion of Lots 11R & 10R, Toliver Acres addition, an addition to the City of Arlington, Tarrant County, Texas, according to the plat filed in Volume 388-28, Page 637, Plat Records of Tarrant County, Texas, (P.R.T.C.T.), otherwise known as 505 East Division Street, Arlington, Texas, for the public use of sidewalks and landscaping improvements, for the Division Street TxDOT Sidewalk (Cooper Street to Collins Street) Project.

8.1.

Renewal of Annual Requirements Contract for Generator Maintenance, Project 24-0083 

Authorize the City Manager or his designee to exercise the second and final, one-year renewal option of the annual requirements contract for generator maintenance with Alturex, LLC, of Guthrie, Oklahoma, in an amount not to exceed $115,500, and execute any and all documents necessary to carry out such contract. Funding is budgeted in Asset Management - Maintenance of Buildings Account No. CC370105-SC0583 and is subject to FY2027 budget approval.

8.2.

Annual Requirements Contract for Preventive and Comprehensive Chiller Maintenance, Project 26-0172

Authorize the City Manager, or his designee, to execute an annual requirements contract for preventive and comprehensive chiller maintenance through the Texas Local Government Purchasing Cooperative with Daikin Applied Americas, Inc., of Minneapolis, Minnesota, for an amount not to exceed $200,000, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Asset Management Account No. CC370105-SC0583 and are subject to FY2027 budget approval.

Annual Requirements Contract for the Purchase of Bunker Gear for the Fire Department, Project 26-0109 

Authorize the City Manager or his designee to execute an annual requirements contract for the purchase of bunker gear for the Fire Department with North America Fire Equipment Company, Inc., doing business as NAFECO of Decatur, Alabama, through the Texas Local Government Purchasing Cooperative in an amount not to exceed $470,048, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Fire Resource Management Account No. CC220601-SC0503 and are subject to FY2027 budget approval.

8.4.

Purchase of Three (3) Replacement Apparatus for the Fire Department, Project 26-0182 

Authorize the City Manager or his designee to approve the purchase of three (3) replacement apparatus for the Fire Department with Metro Fire Apparatus Specialists, Inc., of Houston, Texas, through the Sourcewell Purchasing Cooperative, in an amount not to exceed $4,977,235, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Fire Bond Account No. CC228502-FD4075-SC2018.

Purchase of a Hydro-Excavation Trailer for the Arlington Water Utilities Department, Project 26-0197

Authorize the City Manager or his designee to approve the purchase of a hydro-excavation trailer for the Arlington Water Utilities Department with Lonestar Municipal Equipment, LLC, of Weatherford, Texas, through the Texas Local Government Purchasing Cooperative, in an amount not to exceed $127,500, and execute any and all documents necessary to carry out such purchase. Funds are budgeted in Water Operating – Pay Go Account No. CC658501-PJWUWS24029-SC2020.

Purchase of Two Fairway Mowers, Project 26-0189 

Authorize the City Manager or his designee to authorize the purchase of two fairway mowers from Turf and Soil Management Contract Services, LLC, of Alvarado, Texas, through the Interlocal Purchasing System TIPS/TAPS in an amount not to exceed $161,972, and execute any and all documents necessary to carry out such purchase. Funding is available in Performance Fund Support Account No. CC500601-SC2020. 

8.7.

Purchase and Installation of Two Autonomous Golf Ball-Picking Robots, Project 26-0187 

Authorize the City Manager or his designee to authorize the purchase and installation of two autonomous golf ball-picking robots from GLK Turf Solutions, LLC, of Royse City, Texas, through the Texas Local Government Purchasing Cooperative in an amount not to exceed $118,150, and execute any and all documents necessary to carry out such purchase. Funding is available in Performance Fund Support Account No. CC500601-SC2020.

Five-Year Contract for the Purchase, Installation, Implementation, and Maintenance of Studio and Fusion Traffic Management Software, Project 26-0001 and PWST24008

Authorize the City Manager or his designee to execute a five-year contract for the purchase, installation, implementation, and maintenance of Studio and Fusion Traffic Management Software, with MoboTrex, LLC, of Davenport, Iowa, in the amount not to exceed $1,642,780.14, and execute any and all documents necessary to carry out such contract. Funding is available in Street Bond Fund Account No. CC358504-PJPWST24008-SC00685 [$1,200,000] and Traffic Bond Fund Account No. CC358505-PJPWTE100015-SC0685 [$442,780.14].

Engineering Services Contract for the Upper Johnson Creek Dredging (Lakes at Matlock Linear Park), Project 26-04 and PWDR18002C 

Authorize the City Manager or his designee to execute an engineering services contract for the Upper Johnson Creek Dredging (Lakes at Matlock Linear Park) with Westra Consultants, LLC, of Arlington, Texas, in an amount not to exceed $184,940. Funding is available in Stormwater Utility Fund Account No. CC308501-PJPWDR18002-SC0574.

Engineering Services Contract for Stormwater Capital Improvement Project Services; Project No. PWDR25004 and PW 26-05 

Authorize the City Manager or his designee to execute an engineering services contract for Stormwater Capital Improvement Project (CIP) Services with Aguirre & Fields, LP, of Sugar Land, Texas, for Stormwater Capital Improvement Project (CIP) Services in an amount not to exceed $110,000. Funds are budgeted in the Stormwater Utility Fund Account No. CC308501-PWDR25004-SC0574.

8.11.

Engineering Services Contract for the Glasgow and Paisley Drainage Improvements, Project No. PWDR20004 

Authorize the City Manager or his designee to execute an engineering services contract for the Glasgow and Paisley Drainage Improvements with Baird, Hampton & Brown, Inc., of Grapevine, Texas, in an amount not to exceed $1,521,865.10. Funding is available in the Stormwater Utility Bond Fund Account No. CC308502-PJPWDR20004-SC0574 [$1,169,172.14] and Sanitary Sewer Bond Fund Account No. 648502-PJPWDR20004-SC0574 [$352,692.96].

Artist Contract for the Arlington 150-Year "Touched by Time" Sculpture, Project Number PJPKPL26005

Authorize the City Manager or his designee to execute a contract with Justin Ginsberg Studios LLC for design and fabrication of a public art piece, titled Touched by Time, in an amount not to exceed $264,800, and execute any and all documents necessary to carry out such contract. Funds are budgeted in the 150th Celebration Cost Account No. CC912500-FD8025.

Unified Development Code (UDC) Text Amendment: Adoption of Form-Based Code Provisions 

Final reading of an ordinance amending the "Unified Development Code" Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Articles 1, 2, 3, 5, 7, 10, and 12, and the addition of Article 13, all related to the adoption of form based code provisions.

Zoning Map Amendment to Establish Downtown Form-Based Zoning District (DT-FBZD26-01)

Final reading of an ordinance changing the zoning classification on approximately 681.63-acres of land located in Downtown Arlington and adopting the Downtown Arlington Form-Based Zoning District (DT-FBZD); amending the Zoning District Map accordingly.

Zoning Case ZA26-2 (2401 West Green Oaks Boulevard) 

Final reading of an ordinance changing the zoning classification on certain property known as 2401 West Green Oaks Boulevard to Neighborhood Commercial (NC); amending the Zoning District Map accordingly.

8.16.

Zoning Case PD20-22R1 (109 West Rogers Street) 

Final reading of an ordinance amending Ordinance No. 21-003, which approved Zoning Case PD20-22 and changed the zoning classification on property known as 109 West Rogers Street to Planned Development (PD) for Entertainment District Overlay - Residential Medium-Density (EDO-RM-12) uses, with a Development Plan; amending the Zoning District Map accordingly.

Specific Use Permit SUP08-2R1 (8380 Glenn Day Drive) 

Final reading of an ordinance designating a drilling zone on certain property known as 8380 Glenn Day Drive by adopting an amended Specific Use Permit for gas drilling (SUP08-2R1); amending the Zoning District Map; accordingly.

8.18.

Amendments to the Health and Sanitation Chapter related to Regulation of Smoking 

Final reading of an ordinance amending the “Health and Sanitation” Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article X, Regulation of Smoking, Section 10.01, Definitions, relative to the amendment of the definitions of “Bingo parlor”, “Health care facility”, “Smoke” and “Smoking”, the addition of the definitions of “Electronic smoking device” and “Hookah”, and the deletion of the definition of “Nursing Home”; Section 10.02, Smoking Prohibited – Public Places, Subsection (B)(1), Subsection (D)(1)(a), Subsections (E)(1)(a) and (b), Subsections (E)(2)(a)(1) and (2), and Subsection (F); the amendment of the title of Section 10.03, Posting of Signs, Placing of Receptacles and Public Address System Announcement Required, and Subsections 10.03(C) and (D); relative to including electronic smoking devices in certain definitions, removing and updating outdated terms and raising age minimums from 18 to 21 for signage to align with federal and state law, and clarifying responsible party terminology and requirements of the Smoking Ordinance relative to individuals in control of places and establishments open to the public.

8.19.

FY 2025 Bureau of Justice Assistance Block Grant Program – Memorandum of Understanding/Interlocal Agreement 

A resolution authorizing the acceptance of FY 2025 Bureau of Justice Assistance Block Grant Program funds in the estimated amount of $128,586 and authorizing the execution of any and all documents relative to the grant funds.

Lowe’s 2026 Community Impact Grant Program Nomination for Arlington Police Department

A resolution retroactively authorizing the submission of a nomination to the Lowe’s 2026 Community Impact Grant Program and acceptance, if awarded, from Lowe's Companies, Inc. in an amount not to exceed $200,000, to renovate the Arlington Police Department gym on the first floor of the Ott Cribbs Public Safety Complex, and authorizing the execution of documents relative to the application for and acceptance of such grant.

8.21.

Amendment to 2020-2024 Consolidated Plan and Program Year (PY) 2024 Annual Action Plan and Reprogramming CDBG Funding 

a.  A resolution authorizing the submission of amendments to the 2020-2024 Consolidated Plan and PY 2024 Annual Action Plan and authorizing the execution and submission of the required documentation for the amended 2020-2024 Consolidated Plan and PY 2024 Annual Action Plan to the United States Department of Housing and Urban Development relative to the rehabilitation of the Arlington Human Services Center located at 401, 501, and 601 West Sanford Street

 

b. A resolution authorizing the reprogramming of Program Year 2024 Community Development Block Grant (CDBG) funds and authorizing the execution of CDBG contracts, contract modifications and grant agreements with the City of Arlington Public Works Department relative to the disbursement of reprogrammed CDBG funds for the continued rehabilitation of the Arlington Human Services Center located at 401, 501, and 601 West Sanford Street.

A resolution authorizing the execution of a renewal of the Pipeline License Agreement 06-200 with Texas Midstream Gas Services L.L.C. at the Village Creek Linear Park.

A resolution authorizing the competitive sealed proposal, otherwise known as request for proposal, procurement method for the purchase of replacement vehicles for Handitran.

April Housing - Mayfield Park Apartments - Resolution of No Objection 

A Resolution of No Objection to the application of April Housing, or its affiliates or assigns, to the Texas Department of Housing and Community Affairs for 4% Housing Tax Credits in the name of Mayfield Park Apartments (TX) Owner LP to support the proposed acquisition and rehabilitation of a multi-family housing complex located at 2104 Worth Street, Arlington, Texas.

Resolution Authorizing Submission of General and No Litigation Certificate 

A resolution authorizing the execution and delivery of a General and No Litigation Certificate of the City of Arlington, Texas to the Attorney General of the State of Texas, as required by 15 Tex. Reg. 6289 for the issuance of the Arlington Housing Finance Corporation Multifamily Housing Revenue Bonds (Mayfield Park Apartments), Series 2026, relative to the Mayfield Park Apartments.

A public hearing, in accordance with Section 394.9025(a) of the Texas Local Government code, held by the governing body of the sponsoring local government of the Arlington Housing Finance corporation, before bonds can be issued to finance a multifamily residential development by the Arlington Housing Finance Corporation relative to the property located at 2104 Worth Street, Arlington, Texas (Mayfield Park Apartments).

Gas Well Permit GWP26-001 (Day 2H)

Following the public hearing, consider Gas Well Permit GW26-001 for the Day Drill Site located at 8380 Glenn Day Drive.

 

RESOLUTION

A resolution authorizing the issuance of one gas well permit on property located at 8380 Glenn Day Drive pursuant to the “Gas Drilling and Production” Chapter of the Code of the City of Arlington and in accordance with the provisions of Specific Use Permit SUP08-2R1.

First reading of an ordinance amending the "Major Sports Complex" Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article 5, relative to the replacement of a nonconforming offsite advertising sign; providing for a fine of up to $2,000 for each offense in violation of the ordinance; providing this ordinance be cumulative; providing for severability; governmental immunity; injunctions; publication and an effective date.
